Push-Back to the periphery of the EU

Eine Veranstaltung vom Sächsischen Flüchtlingsrat, Rigardu e.V. und der Rosa Luxemburg Stiftung Sachsen.

 

 

 

Der aktuelle Ukrainekrieg zeigt, mit welcher Bereitschaft europäische Staaten Menschen auf der Flucht unterstützen können. Diese Unterstützung kommt jedoch nicht allen Flüchtenden zugute - im Gegenteil. Einem Großteil von ihnen wird staatlich organisiert die Einreise teils gewaltvoll verwehrt oder sie werden rechtswidrig zurückgedrängt. Um auch diese Seite der EUropäischen Migrations- und Asylpolitik zu beleuchten und die Situation der Menschen auf der Flucht nicht in Vergessenheit geraten zu lassen, organisieren der Sächsische Flüchtlingsrat, Rigardu e.V. und die Rosa Luxemburg Stiftung Sachsen diese Veranstaltung, um Aufmerksamkeit auf die Lebensrealitäten von Menschen auf der Flucht im westlichen Balkan zu lenken. 

 

Die Veranstaltung wird eröffnet durch vier Impulsvorträge.

1. Betroffenen-Perspektive: Eine Person, die selber über den westlichen Balkan geflohen ist, spricht über ihre Erfahrungen.

2. Schilderung der Lage in Nord-Serbien: Alexander Grau, der Ende vergangenen Jahres mehrere Monate mit Collective Aid* in Serbien tätig war, spricht über die Situation entlang des nord-serbischen Grenzgebiets und der zunehmenden Gewalt gegenüber People on the Move in der Region.

3. Analyse der Entwicklung von Push-Backs und Status Quo: Milena Zajović, Präsidentin von Are You Syrious (AYS)* und Leiterin des Advocacy-Teams des Border Violence Monitoring Networks (BVMN)* widmet sich in ihrem Vortrag einer tiefgründigen Analyse der Entwicklung von Push-Backs im westlichen Balkan und erläutert den aktuellen Zustand.

4. Fall Madina Hussiny und rechtliche Möglichkeiten bei Push-Backs: Antonia Pindulić, Rechtsberaterin beim Centre for Peace Studies Zagreb (CPS)* gibt Einblicke in den Fall Madina Hussiny und wie der Praxis von Push-Backs auf rechtlicher Ebene begegnet werden kann.

 

Die Veranstaltung wird auf Englisch abgehalten und ins Deutsche übersetzt. Sie ist auf zwei Stunden angelegt und ein Mitschnitt wird im Nachhinein auf den YouTube Kanälen des Sächsischen Flüchtlingsrats sowie der Rosa Luxemburg Stiftung Sachsen abrufbar sein. 

 

 

Erläuterung der Organisationen/ Netzwerke: 

Are You Syrious (AYS) 

AYS ist eine Grassroots Organisation, die primär im Feld der Nachrichtenverbreitung und Interessenvertretung agiert. Freiwillige von AYS sind in Griechenland, Frankreich, Bosnien und Herzegowina, Serbien und Kroatien vertreten und veröffentlichen von dort tägliche Nachrichten für Freiwillige, People on the Move und Journalist:innen. AYS ist Teil des BVMN. 

BVMN ist ein unabhängiges Netzwerk diverser Organisationen aus der Balkan Region und Griechenland, die Menschenrechtsverletzung an den EU-Außengrenzen sowie interne staatliche Gewalt dokumentieren, aufbereiten und in monatlichen Reports und Special Reports veröffentlichen. Daneben agieren sie als Interessenvertretung und nehmen politischen Einfluss auf europäischer Ebene. 

Centre for Peace Studies Zagreb (CPS) 

CPS ist eine Organisation, die sich seit 1996 mittels Bildung, wissenschaftlicher Arbeit und Aktivismus gegen Gewalt und für sozialen Wandel einsetzt. Sie agieren in den Themenfeldern Asyl, Integration und menschliche Sicherheit, Friedenserziehung und Bejahung der Gewaltlosigkeit sowie der Bekämpfung von Ungleichheit. Das CPS ist Teil des BVMN. 

Collective Aid 

Collective Aid ist eine Grassroots Organisation, die unter anderem im Norden Serbiens People on the Move in inoffiziellen Camps entlang der Grenze durch Food- und Non-Food-Items und Erste Hilfe unterstützt. Collective Aid ist Teil des BVMN. 

The current war in Ukraine shows how willing European states can be to support people fleeing their homes. However, this support does not include all refugees - on the contrary. A large part of them is denied entry by the state, sometimes violently, or they are illegally pushed back. In order to shed light on this side on the EUropean migration and asylum policy and to ensure that the situation of people on the move is not forgotten, the Saxon Refugee Council, Rigardu e.V. and the Rosa Luxemburg Foundation Saxony are organizing this event to draw attention to the daily realities for people on the move in the Western Balkans. 

 

The event will be opened by four keynote speeches. 

1. Affected Person's Perspective: A person who herself has fled via the Western Balkans will speak about her experiences. 

2. Description of the situation in Northern Serbia: Alexander Grau, who spent several months working with Collective Aid* in Serbia at the end of last year, talks about the situation along the northern Serbian border area and the increasing violence towards people on the move in the region. 

3. Analysis of the development of push-backs and status quo:Milena Zajović, president of Are You Syrious (AYS)* and head of the advocacy team of the Border Violence Monitoring Network (BVMN)*, devotes her presentation to an in-depth analysis of the development of push-backs in the Western Balkans and explains the current state of affairs. 

4. Case of Madina Hussiny and legal options regarding push-backs: Antonia Pindulić, legal advisor at the Centre for Peace Studies Zagreb (CPS)*, provides insights into the case of Madina Hussiny and how the practice of push-backs can be countered on a legal level.

 

 

Explanation of organizations/networks: 

AYS is a grassroots organization that operates in the field of news dissemination and advocacy. Volunteers from AYS are present in Greece, France, Bosnia and Herzegovina, Serbia, and Croatia, from where they publish daily news for volunteers, people on the move, and journalists. AYS is part of the BVMN. 

Border Violence Monitoring Network (BVMN) 

BVMN is an independent network of various organizations from the Balkan region and Greece that document, process and publish monthly reports and special reports on human rights violations at the EU's external borders and internal state violence. In addition, they act as an advocacy group and exert political influence at the European level. 

Centre for Peace Studies Zagreb (CPS) 

CPS is an organization that has been working against violence and for social change through education, research and activism since 1996. They operate in the thematic areas of asylum, integration and human security, peace education and affirmation of non-violence, and the fight against inequality. The CPS is part of the BVMN. 

Collective Aid 

Collective Aid is a grassroots organization that supports people on the move in unofficial camps along the border in northern Serbia, among other places, by providing food and non-food items and first aid. Collective Aid is part of BVMN.
